You must first set up shipping zones, then add methods to those zones, and lastly, rates to your methods. You can create as many zones as you like, and add multiple methods and rates to each zone.
You can define where in the world your products can ship to based on geographic regions through Shipping Zones. Without setting these, shipping options will not be displayed and this particular user will not be able to purchase the product.
As an example, you could have the following three Shipping Zones added to your website:
Local
Domestic
International / Worldwide

The following are the primary types of Shipping Methods most merchants offer to their customers:
Free Shipping : Option for all orders or based on specific conditions like minimum order amount, shipping destination, a valid coupon that grants Free Shipping, or a combination of both.
Flat rate : A fixed shipping cost can be offered when certain conditions are met.
Carrier-Specific methods : When orders are shipped through a specific carrier, it is possible to pull live rates directly from the carrier by using extensions like EasyParcel Shipping.
Condition-based shipping rates and methods : Calculating shipping costs based on variables like weight, number of products added to the cart that required shipping extensions
Virtual products do not require shipping, you’ll notice that when a Product is of the type Virtual the Shipping section in the product’s settings will not be displayed.
Free shipping is a great way to encourage customers to spend more. For example, offer free shipping on orders over RM100.
To offer the free shipping method it must be added to a Shipping Zone and you can add it to as many Shipping Zones as you like. Here’s how:
Go to: WooCommerce > Settings > Shipping.
Select a Shipping Zone, Click Edit
Click Add Shipping Method and a modal will display. Select Free Shipping from the dropdown and Add shipping method.
Select Free Shipping in the row you wish to define and select Edit.
This takes you to a different screen to configure the free shipping method for that specific shipping zone.
N/A – Not available, Free Shipping is an option for all customers
A valid free shipping coupon – A coupon created that enables free shipping
A minimum order amount – Free shipping is only available if a minimum amount is spent. Set this amount in the Minimum Order Amount field which will appear if you choose this option.
A minimum order amount OR a coupon – Free shipping is available if a minimum amount is spent or the customer has a coupon that offers free shipping (see below: Create Free Shipping Coupons).
A minimum order amount AND a coupon – Free shipping is offered only if a minimum amount is spent and the customer has a coupon that offers free shipping.
Example: Free shipping when order amount is RM100 and above
Flat Rate Shipping allows you define a standard rate per item or per order.
To use this method it must be added to a Shipping Zone.
Head to: WooCommerce > Settings > Shipping.
Select the Shipping Zone that Flat Rate should be added to and select Edit.
In the Shipping Methods box, select Add Shipping Method.
Select Flat Rate shipping from the dropdown and then Add Shipping method.
Select Edit to then setup your Flat Rate costs appropriately.
Example: Flat rate of RM8 shipping fee for any single order
Once you’re in the Flat rate settings let’s discuss the options you have:
Enter a Title that displays to customers in checkout.
Select a Tax status – Define whether or not tax is applied to the flat rate Cost
Enter Cost – This is applied to the entire cart. Add additional costs per item to this field.
Select Save changes
